My 'subordinate' copies my boss and myself on everything. Nothing wrong with that technically but it's his way of 'going to my boss' and side-stepping me although he isn't really ........ that is the intention or it feels that way

Honestly, depends on when he does it. Is he copying your boss in on every single email he sends to you? Or only "important" emails? I work for a large company and I often copy in people's managers with them if it's important or a major issue- it ensures that the issue gets resolved and not forgotten about.

If I was a board member or just looking outside the fish bowl I would say to myself 'That beejmi must lack leadership skills at work. He has a co-wprker that works around him all the time, has no respect for beejmi, etc'
Well, that really isn't the case. In my opinion at least. My performance reviews are excellent. Last year when in the middle of a salary issue (I got moved to a unit an hour away and they did not want to compensate me for additional travel, talked to their competitor (Philadelphia Inquirer) and was hired in less than a half hour, etc) had excellent referrals etc. And they panicked. Out came a 20% raise.
In my opinion this 'Steve' simply wants my job. He isn't qualified for it (would need at least 5 years experience as a District Manager he has 1.5 years experience and some pretty obvious flaws) but he doesn't see that it sees it as 'political BS' and has told this to people that report to me.
My brain says half the issue is my boss.
Example: lets say someone that reports to someone that I oversee runs to me or emails me about everything. Eventually I'm either emailing him back or calling him.
What would be said (below)
It isn't that you 'can't' do that just our structure works much smoother if you run things past Joe first. But if you're not getting the answers and support from Joe that you need, by all means, let me know.
Am I seeing it wrong?

Could just ask him why he's doing it. Try and sort ot out man to man. If he doesn't have a good answer, you can tell him to stop. Even if he does have a good answer, you can still tell him to stop. It's a reasonable request from your manager, so you can take disciplinary action against him if he keeps doing it.

After beating myself up asking myself how I can do better,etc I reached the conclusion that it can’t be fixed

It’s his issue that’s unfortunately affecting you, and to me it sounds intentional. I do understand beating yourself up over it but at this point it’s all on him and for your sake (and sanity) you should have a discussion and put an end to it.

Most of these issues are not 'documentable' but if there is a blowup every two weeks - I dunno - after a year-plus of it all ....
At what point does the employer say 'hey these two can't work together' and move someone. Seriously.
The company is absolutely inept at hiring, etc - I can see the fear of turnover written all over the boss' face

There's a constant 'lets throw some dirt on this' and hope it all works out. It isn't.
I hate to tell my boss that I believe there are 'mental illness' issues as that will only extend the rope that Steve has
I have asked my boss the question if anyone else knows how long and to what extent this has been going on and added that a 'third party' opinion and monitoring might be beneficial.
