Why do you think their are "mental issues" involved? It certainly sounds like he's a dyed in the wool asshole, and it's just a matter of time before he becomes some type of rat. But mental issues? I don't see it, unless you're leaving something out.

There's an ongoing never-ending 'power struggle'. It would be like me contacting the guy over my boss for 'everything' it simply isn't normal.
He goes off and does his own thing and now the office people are sending out emails 'While we appreciate your attention to detail there really is no need to .....'
He'll move onto something else and become a total pain in the ass about that

Is he officially your subordinate? Unsure because you put it in quotes in the first post.

I think he might improve morale, and he might be available soon. I would suggest a teleworking arrangement though. He seems to have commuting issues.

Asshole at it again Asshole has an open position and needed to hire for it. Hiring and training (and hoping you have the right person is too much work) So he borrowed people from another department, etc which got old. Resumes were provided to him in October, November and December Nobody ever saw anyone come in through the door for an interview. Yet he says he did and even posted a 'do not disturb sign" in his cubicle as if to imply he was working on the staffing need diligently, etc. He claimed he called 40+ people and got nowhere. He was owed a day off so he was given off Friday, Saturday and Sunday of this week. He is off for MLK day and has his 'regular two days off" on Tuesday and Wednesday. A candidate was hired and started yesterday as we try to provide a 'quickie training' that will have someone at least in position when he gets back. Oh and when asked about all of the interviews he supposedly did (bullshit) and why they all disappeared afterwards he would claim he was trying to 'smoke them out'

If your company needs an experienced recruiter, I’ll work on a consultancy basis and load you up with qualified candidates for a steep cut.

There's no bromance
There is a saying 'you do not know what it is that you do not know'
You can tell he is a mess hiring, and that someone that can't find anyone even to come in for an interview (over 3.5 months) and claiming to go '0 for 40' on resumes - something is up.
He tries to peddle off his '0 for 40' as normal and it isn't. And everyone knows it isn't. He simply didn't want to go through the 'pain' of hiring and training someone.

Today is a great day
The newspaper has a part-time employee (named Tom) that some idiot somewhere green-lighted missing work every time it snowed. We got this employee from another newspaper and my guess is they wanted to get rid of him without having to claim 'turnover' and they themselves were tire of him.
He drives a snowplow and makes a ton more money driving a snowplow. Over time, the 'snow' thing has grown. It used to be 'I need to miss work when it snows as I drive a snow plow at my other job'. It has grown to 'Well yeah but the next day after is the aftermath and I drive a snowplow for that also'
And even missing the shift before a snow storm 'have to pre-salt everything' which is equivalent to calling off work on the basis of an upcoming weather forecast.
So in a text message to 'Asshole Steve' I commented that the thing with 'Yom' was ridiculous.
It turns out (I didn't know this) that 'Yom' can be a derogatory term to a Jewish man.
Tom (Yom) complained to HR that I had used the derogatory term 'Yom' in describing him. (' Yom' was a function of the Y and T being next to each other on a keyboard, I still don't know what 'Yom' is or what it means)
HR guy rejects the whole mess but instead wants to know how Tom got this text message where I say 'The situation with Yom is ridiculous'
And the answer is that Tom got it from 'Asshole Steve'
HR guy approaches my boss about 'this unprofessional employee that is undermining his boss' named Steve.
Asshole Steve won't get fired for this but I am having a glass of wine with my frozen pizza tonight

Dumb question: Is there a point where the company at some point says 'These two can't work together' and 'does something'?
Or is it 'let it go until someone quits' (aka we don't care)
This whole thing has went on for two years and likely because they feel like they can't hire anybody to replace anybody more than any other reason.

I got a new workplace issue from this weekend. So this past weekend I charged and was out of staffing ( a rarity where I only had 1 patient each day vs the normal 5) as I ran the floor. I had the same lady both days, and she discharged late afternoon on Sunday. This was an alert and oriented lady, walked around on her own etc...She was in for abdominal surgery. Was going home with a JP drain (a drain that looks like a rubber egg and pulls fluid away from an abscess) So on Sunday after doing discharge paperwork with her, I walk her out. Her friend was picking her up with her daughter in tow (kid was @ 15) We get out to the car and the patient leans over to knock on the back window to get the kid to open the door (the kid had headphones on and wasn't paying attention) In doing so she lost her balance and teetered and fell back on her ass. I go to help her up, but she's already getting herself up on her own, then proceeds to bang on the car window again to get the kids attention. I ask if she's ok, and she says yes. At that point she indicates she's getting in the car and that's it. I go back inside Monday I get a call from my manager who tells me that the lady complained that I didn't help her enough when she fell. I'm like ...wtf does that mean? She was discharged. Fell because she missed a step with the curb, fell on her ass, said she was ok and went to get in the car again. What was I supposed to do. Response from manager was that the patient thought I should have caught her...like I was supposed to be in the right spot to anticipate that after walking the full length of the hospital, I was supposed to know she was going to lose her balance and be positioned right behind her. Then today she calls the patient advocate again saying that I hadn't taught her how to use her JP drain at home (she had been emptying it all week on her own and writing down output totals for us to record. She didn't need to be taught anythin). Then said I talked too much? At this point I asked my manager that if she had an issue all along, she could have opted out of my being her RN anytime on Saturday, or told the night charge not to put me back with her on Sunday. If she didn't like me asking her the same questions that I ask every patient she could have said something, but obviously opted not to. Not sure what this twat's angle was but I told my manager that this is pretty much the only patient complaint I"ve had since she took over our unit 4 years ago, and it's a BS one at best. If I'd fucked up a med, or a procedure or swore at the cunt etc...then I could see it. But this bitch loses her balance as she's about to get in a car and somehow I'm to blame for not preventing her from doing it?

Would her surgery effect her balance in any way?
Don’t they ‘sign off’ on being shown the JP drain before leaving?
And yeah it’s BS but what do you think ‘she wants’?
And age of lady?
